Default 2005 Grand Caravan - Light switch area dark!

Hi! Thanks for reading and any help you can provide.
I have a 2005 Grand Caravan that I took to the local dealer yesterday but they were unable to resolve the issue.
Problem: There is not illumination of the dashboard/panel/switch area to the left of the steering column. It has been about a year since I noticed it but this is the first time we took it to the dealer for repair.
The dealer told me that they cannot confirm that there should be illumination in that area. They told me that there is not wiring for lights. They also said that they cannot confirm if the light switches themselves should be illuminated. They checked all of the fuses, etc and everything is in order.

Question: Can anyone tell me if the area to the left of the steering column should be illuminated? Should the panel be lit? Should the light/other switches/***** be illuminated? I also need some "proof" of how it should work that I can take back to the dealer to have them repair this.

I have wondered the same thing about mine since day one. Kinda suspect Dodge cheaped out in this area.

In the picture, the dimmer **** is at the bottom. try moving it up and see what happens.
