EPA can't read OBD
I disconnected what I thought was the TPS. Once I saw the inside of the connector and it did not match the pic in the manual I realized I was in the wrong place. I decided to test it anyway. I started the engine and it lit the MIL. Got a code P0032. I reconnected it and cleared that code.
Went looking for the TPS and then disconnected it. Went to start the engine.... it cranked longer than ususal but started. The MIL was still on from the previous code. I plugged in my toy scanner and now get code P0123.
Whaddaya think?

After I reconnected the TPS I did not delete the code P0123. The MIL shut off on its own after a few engine starts. I must admit that the toy scanner sometimes has trouble powering up after I plug it into the DLC. I wonder if that could be causing the EPA not to get any readings.

looks like the questions have been answered. you're scanner is reading codes, you computer is capable of seeing problems, turning on the check engine light and you can clear the code. looks like time to take it in for testing since everything appears to be working as it should
That's why I came here. I took it to the Dodge dealer, paid the $99 diagnosis fee, and they told me the PCM was bad. They want me to order the PCM and have that replaced first. What tests should I ask them to do before I dish out $600 for the PCM.
take it to the epa for their testing... it's obvious the system is doing what it is suppose to do. look into a different dealer. find one an hr or so away in a small town. I find the small town dealers are less likely to intentionally screw you over
Well sorry, I had no clue of that, you never stated it failed twice. so do you need me to come up with more problem solving ideas to resolve a problem that, given your information, seems to not be an issue? Is there ANY other competent repair facilites anywhere in a 1hr radius of your location? Do you know any people that can give you recommendations to a quality place that should be able to fix your problem? again, given the information you provided, I'm not seeing that there actually is a problem. However PCM's have 2 engine performance systems... there's OEM and Global OBDII. there 'could' be a problem on one side or the other causing communications. The way I'd personally fix this problem for a customer would be to use my scanner in both OEM mode and global OBDII mode to determine if both are communicating properly. if not, could be a failed PCM. You could always have the dealer install the PCM as they said must be done with insistance that if it doesn't fix the problem, you're not paying a penny!!!
I'm going to take it in for a second opinion. My dad referred me to another repair shop (Casey Automotive). I'm just having trouble coughing up another diagnosis fee. At least Casey is cheaper.
BTW, the Dodge dealer wants me to order the PCM before I bring it back in... and if it doesn't fix it I can't return it because it is a special order part. I hope I have better luck with Casey Automotive. I'll report back what they say. I need a few days to fit it in my schedule though.

Well I finally got my second opinion. I let Casey Automotive take a look at it. They said they reset the PCM. They were then able to check all the monitors with their scanner. I was told to drive it for a few days then take it back for another emmissions test. I was still feeling that it might fail because nothing had been replaced. It did pass this time though. 
I trusted my local Dodge dealer and almost spent over $600 to replace a part that I didn't need. Wow.
