You have to adjust the emergency brake pads down to clear the ridge on the rotor.

 

I have a 2003 dodge grand caravan with some signal and brakes light issues. I believe they work fine when my running lights are off but when they're on my driver side blinker blinks super fast and my break light doesnt work. Any suggestions!!!

 

Check if there is a problem with the ground connection(s) on the circuit. This is a common cause for this kind of problem where seemingly unrelated circuits interact.
