switch on - ignition time - caravan 93

I have my old but goodie Dodge Caravan 1993 / 3.3 / 6 CL / FWD / Blue
I remember there was a time when I switch-on, it used to sound a "bell" and the front panel lights were on, "checking functions" I guess, after it the lights and the bell turn off, only the handbrake or "door" light alarm is on . I understand this is natural yes if there's some failure the Check GAGES or Check Engine could appear. whatever...
This happens in a lot of cars I've known, you switch on and the "bell" sounds and the front panel lights on then .. after it you proceeed to turn --on the engine - ignition.
is this the right way to switch on the ignition?
to wait the bell stops and the front-panel lights turn off to proceed switch on the engine?
other people just switch-on- ingition even when the "bell" sounds and the lights in panel are flashing or are on.
