buddy of mine is wants to swap heads on his minivan.. what issues would he have if he could swap heads from the 99 to 01 caravan or is it even possible?

You could run into some problems using the cylinder heads off of a 99 engine. You need to remember that the 1999 is a NS body and the 2001 is a RS body. There be some changes such as coolant passage and the manifolds bolting up to the heads and the valve covers. You could have the same problem if you wanted to replace engine. Why not just find the parts you need off of a RS body, They made this body from 2001 to 2007. Then 2008 to 2010 its now the RT body.

 

are 99's and '00's the same body type?

yes, NS is 1996 - 2000 model years.
