Default 1990 Caravan Crankshaft Seal

I have a 1990 Caravan with the V6 3.0 engine. It has an oil leak coming from the right front of the engine. It leaks a little while running and leaves a small trail of oil when driving. It stops leaking quickly after the engine is shut off. 3 questions:

1: This sounds like a crankshaft seal right?
2: I haven't picked up a Chilton's manual but was wondering if I have to take off the timing belt cover to fix this.
3: Any links to full steps on this procedure without picking up the Chilton's manual.

Thanks

Welcome to DF
its more than likely the right cam shaft seal, and yes the timing belt would need to come off. I don't if chilton manual would have that information.
