The instument cluster has worked a few times, but for the most part nothing. What should I be looking for?

 

If everything else in the vehicle works, I'd start looking at the printed circuit board on the back of the cluster. Try unplugging it for a few minutes and then reconnecting it. If it starts to work, the board is bad. Could be bad either way.

Chrysler has a known issue with cold soldier joints on the ribbon cable at the circuit board. If you look close, you can see the bad soldier joints, they will looked cracked. Just touch up with your soldering iron and a little solder. Should fix your problem...at least it did on my 97 Grand Caravan.
