It takes a few minuets for it to come on but it stays on. What could I check first to see whats the problem is?

Also what are your thoughts on a brake system flush and fluid exchange?

I bet my fluid is original and the van has 168,000 miles

You need to remove the codes out of the ABS module and post, it could be sensor or the module or an open circuit.
