Default Switch for vent fan malfunctioning

Hi all! I have a 2003 Dodge Caravan that is having a slight issue.

When you turn on the vent fan, with either heater/AC/vent, on the first several settings, from lowest power air flow through medium, there is no response from the vent fan. Once you reach the max power setting, the vent kicks on full blast, exactly like it should on that setting. But like I said, it only blows on the highest setting.

So my questions:

How hard is it to replace the vent fan switch?

The most common problem is the blower resisitor under the dash, behine the glove box door.
