I am having the same problem. There must be something to this if we are having the same problems. My car won't start priodically and I have the problem with the lock too. I don't use the factory alarm b/c I lost the control. I use a generic key.
Has any of you had the camshaft or crankshaft position sensors checked? Just shooting out ideas. Ive also ran into the wiring that supplies voltage to the fuel injectors, ign coil and coolant temp sensor melt together from age. Its a small harness that runs in front of and underneath the intake manifold.
I have been experiencing this exact same issue in my 98 Grand Caravan. It seems that the PCM is reset every time it ends up not wanting to start or when it stalls. Still looking for some sort of fix.
We also have issues too, we will be driving down the road and all the gauges in the cluster all go to zero, even the gas gauge, also the lights on the dash and radio lights go off, when we stop the car sometimes it doesnt start and sometimes we have to keep trying and it will start, also sometimes the service light goes on along with ABS, OIL light, Alarm light. if it doesnt start, it adventually will later. we checked the battery and alternatar and fuses, we had a hand held dianostic check NOTHING. We are frusterated, this seems to be common that no one knows what seems to be the problem. i am getting ready to trade it in and not deal with it.

With your problem, I would check all your ground wires. This be one cause why the PCM will reset, the other is the PCM. Do you have check engine light on? And if so, what is the code.

The problem with your van maybe the cluster taking the BUS circuit down. I know you may think I am nuts. Every car,truck and van have a Bus circuit, This how all the modules talk to one other. Weather if CCD, PCI, BUS, CAN BUS and now IHS CAN BUS. How often does this problem happen? Because the next time it happens, remove the cluster and see if the van will start. If it does, you find the problem.

richardh05k and master tech are right it is a cracked solder connection on the back of the instrument cluster- easy and free fix! Follow richards link it worked on my 98, still starting a year later.
Spread the word on this fix, most mechanics don't have a clue how to solve it (and to be fair, who would really)

I am having a problem starting this van. It works fine for about one month then it won't start at all again. I have put money money in the this van i like the van but not the problems with it. Would it be the wiring cluster behind panel inside i am going to have that check out to see. If not I ham trading this van in. I will get a Ford or Chevy at least They better not be autos with so many problems. This van made a pop noise then back fired and will not start at all now..PLEASE HELP IT is the only thing I got to drive..
