Look at the temp gauge on the dash. The needle should sit just about center after maybe 10 min or so of driving. If it isnt sitting in the middle, then chances are that the thermostat isnt working correctly. That you need to fix, its no good for the heater, no good for the engine, no good for the fuel economy.
If it is in the right location, then maybe the heater core is clogged, the blower is dead or the fuse popped, maybe the circulation doors are hosed up.
