Dashboard / Guage Issues - is this where I can post?

Yes as long as it concerns a Caravan, Voyager, or Town and Country. Include the model year.

I have an issue with the gauges and dash lights, After I start my 2000 Dodge Grand Caravan 3.0 the needles would go part way up then go all the way back down,and stay there for awhile about 1-2 minutes then go to normal operating position ( may I also add that while it's not working right the rear wiper doesn't work until the gauges start working properly). would this happen to be the fault of the BCM.

Yes, the BCM controls most functions of the instrument cluster and power for the rear wiper motor. Try pulling the IOD fuse in the PDC for 2-3 minutes to reset the BCM.

How old is your battery. Sometimes a dying battery can make gauges crazy.
