If both of the numbers do not match, you have a problem.
The numbers tell the year, size engine, and other information about the Van.
If the numbers dont match the year and engine size etc, then you have a problem.
Many times body shops install a new dashboard, with the VIN thats under the glass. They are supposed to pop-rivet the old VIN from the original dashboard back in place so everything matches.
Was the Van converted from left hand drive to right hand drive?
Was a new engine installed in the Van?
Was the Van ever repainted?
A Manual for your year of Auto will explain what the numbers and letters mean, and you can match each set of numbers/letters to the engine size, etc to see what does not add up.

I've looked at other vans in the shop and they should have a vin there, they should start and stop with the * but it should include the entire vin and not just the last 8 places. Possible the vehicle had that piece replaced and the body shop punched the numbers. But that's deffinitly not factory.
