Angry 96 Caravan battery drain

When I remove the key, something continues to buzz near the top left of the dash. Along with the buzz the gauges bounce instead of remaining at the bottom. Whatever it is, it is draining my battery.
When I remove the IOD fuse it stops. When I replace the fuse it doesn't return until I turn the key on and then back to remove it. Any idea what it could be or how to isolate it?

Welcome to DF
You may need to start unplugging modules to find the draw. The easy one to start with would be the radio. Then EVIC if you have one and maybe the cluster.

Thanks. The drain (and noise) stops when I unplug the instrument cluster. Does that mean the cluster is bad, or could the current just be passing through the cluster to some other fault?
