Why is it that my 2003 Dodge Grand Caravan 3.3 engine doesn’t have an EGR valve?
What takes the place of it?

That is how some are designed, some engines do not need egr valves....As to what replaces it, plugs...the vans that dont have them done need them....

Thats correct. Some years and models didn't have an EGR valve on the 3.3L engines.

maybe they advanced the exhaust valve timing so badly where EGR is uneccessary, that's how some GM engine got away with emission back in the days. In exchange, lost of Horsepower potential.
