Blinker and hazards not working

What do I have to do to get blinkers and hazards to work. Ive checked fuses. Could it be all bulbs or the flasher unit? Where is the flasher unit?

can you tell us what year the van is? And any information after that would help, and are you checking the fuses with a 12 volt test light?
