2000 caravan's mil has new socket and new bulb but will not turn on. must have the mil turn on with key for safety check. any help greatly appreciated.

The mil light should come on when you do a bulb check, meaning when you turn the key on and all the lights come on and then go off. Thats called a bulb check. Have you try unplugging a sensor and see if the code trips the light on? Maybe a map/baro sensor.
