Default NEEDED TSB 23-13-09 MAY 09 Body - Sliding Door Handle Inoperative In Freezing Temps

Hi I was at the dealer today and he told me that they cannot give me the TSB.

Can somebody provide it for me?

Also they told me since I am 2 months out of my 36 month bumper to bumper I would have to pay for this TSB to be preformed. It this true?

Sliding Door Handle Inoperative In Sub Freezing Temperatures
OVERVIEW:
This bulletin involves replacing the sliding door handle cable if the outside door handle
becomes inoperative in cold, sub freezing conditions.
MODELS:
2008 (RT) Caravan, Town and Country
NOTE: This Bulletin applies to vehicles built before April 10, 2009.
SYMPTOM/CONDITION:
Some customers may experience an inoperative outside door handle on either sliding door
in cold sub freezing weather. The customer may notice that the door will still operate
normally from inside the vehicle or while using the power assist open feature. This concern
is not present when the temperatures are above freezing.
DIAGNOSIS:
If the customer describes the Symptom/Condition, perform the Repair Procedure.
PARTS REQUIRED:

and yes, out of warrenty, you'd have to pay for it.

I read the TSB seems like a defect since they have to change the cables for the door handle. I talked to Chrysler Canada and they told me to talk to the Service Manager. The SM is now contacting the local rep to see if Chrysler will pay for it.

I will keep you guys posted.
