Yes, just spray some WD-40 in there and cycle the key few times.

With the key in the "RUN" position, (and the bottom steering column cover off) there is a small button you can push and the lock cylinder will pull out.

Lube it with lithium lock grease. (lithium lock grease because it doesn't freeze)

It may also be the switch mech behind the lock. Check it while you have the cylinder out.

Good luck,
EZ1

Should I disconnect the battery?

Twice I've had situations where the electrical system goes screwy. Things such as no radio, no AC and so forth. I sprayed Lock Eze in there and things immediately cleared up. Lock Eze is just graphite suspended in some liquid and can be bought at auto parts stores.

WD-40 isn't a real good choice for the long term. Because it has light oils in it, it attracts dust and dirt. Graphite has been the long favored lube for locks. However, locksmiths are not starting to use dry teflon lube. It spray on as a liquid and then dries to a teflon powder so it doesn't attract dust and dirt. PB Blaster makes it and so does Liquid Wrench. Home Depot sells it but not many auto parts stores.

Is silicone lube the same as teflon? Can I just spray it into the key hole, or do I have to take apart the cylinder lock and apply it that way?

Never tried it, Only thing i've used to free binding lock cylinder is WD-40 and Lock lube for my house.
You can spray it in there and see what happen, any type of lubricate wouldn't hurt.
Not, u do not have to take it apart unless u've sprayed everything into the key hole with no result.
If you take it apart, make sure you do it very carefully, if any of those thumbler flies off and get mixed up, u r screwed.
