If you have a radial pull in a tire and the cars always wants pull towards the drivers side mean the radial pull has to be in the divers side tire?

i keep paying for alignments and then after they get my money they tell me its the road. WHch it is not. if i swap the tires left to right it stops pulling.

 

The only way to know for sure is to get the tires road force balanced and then they can be placed for least amount of pull.

It could be the right side tire pushing you left or the left side tire pushing it left, hard to tell.
