Default parking pedal brake clockspring(disk brakes in all 4 wheels.

Hi every one,

I am new here, I have a 2001 Dodge Grand Caravan 3.3 Lt.(my wife's car)

I need help with the parking brake. This is how everything started...
I went for the gas emission test and failed because the parking brake was not good enough for them, so I went home and tried to fix it my self thinking it was something easy to do.
This is what I did,
I push the parking brake pedal down, then with a lock plier, I lock the cable... after that, I release the parking brake pedal, so the cable could get loosen and that way try to give more tension to the clock spring.....unfortunately, I don't know how or why, the clock spring got looser than it was, know the parking brake is worst than before....I been trying to tension the spring but it is almost impossible to do that.
I have been searching on line for ways to adjust the spring but there is nothing out there.
I would really appreciate any help.

Thank you in advance.
