Most likely cause is the clockspring, I believe you should still have the lifetime warranty on that part. If you need for sure if it is covered, send me a pm with the last 9 of the vin and mileage.

Ditto. Clockspring. According to the recall narrative any 1998 to 2000 Chrysler minivan is eligible. 96-97s are under a separate recall.
