Default Rad/Con Fans not working 98 Voyager

I have a 98 Plymouth Grand Voyager. At the end of last summer, I was in a very small accident. I bumped a guy and his trailer hitch punchured a tiny hole in my condenser. I didn't bother fixing it till a week ago. Want to get it working again for this summer.
Well, replaced the condenser and dryer. Charged the AC system to 46oz. With my guages attached, I started my van to watch the guages and see to make sure all is well.
Well... The AC high side went up to 340lbs. I turned off the engine before it exploded. No fans came on. No the Radiator fan and not the condensor.
I checked to see if there was a recall pending on that van. They said there was not.
I'm leaning toward the relay/fan controler, but wanna get some opinions first. No check engine light is on.

Well, working on my van again. Replaced the relay and still no dice.
Also noticed another issue. I had to recharge the AC again. It was completely empty. This time, I used some die.
Could I possibly have purchased a defective relay or is it more likely something else? Applied power to the 2 fans directly and both are working. Did not find any bad fuses and check engine lite it not on but the indication lights on the climate controle are flashing.
Is there a way to bypass the relay and make the fans come on directly?

Well, something interesting.. I injected 75lbs air and the system has been holding steady for 2 days. I vacuumed the system down and it won't hold. I got a freon snifer and it detected a leak in the back by the expansion valve. I pulled it appart and replaced it. Cleaned it up. Vacuumed down again and it lost it again within 30min. I used the sniffer in the dash and all around the lines at every connected and the dryer and condensor. No detection. But still hot holding vacuum. I would hate to recharge and loose it again.
Any suggestions? I have to make the system hold before I go to the next step in checking the fan relay for functionality.
