The horn is controlled by a ground coming from the Front Control Module (FCM). That's that silver box bolted to the front of the IPM (fuse box). It is part of the PCI data bus and is powered all the time, key on or off. Something is amiss there. You can reset the data bus by disconnecting the negative battery cable for 2-3 minutes.
When you say the horn blows is it random or more like when the alarm goes off.

Some mechanic that lives next door told me it could be my clock spring, does that sound right?
I just love my Caravan, when this one goes, I can't wait to get my next one.
It's got my family through many moves and family trips. My 2004 is just broke in with only 113268 kms. It's still a baby, it just turning 10 in Feb. When I get about 200,000 kms on it, it will be a classic LOL.

Clockspring? I'll never say never but it's unlikely. When they fail as far as the horn is concerned, the horn just doesn't work. I've never read of it making the horn sound in 8 years of cruising multiple forums.
Yup, I bought a 96 new in 95. It's had none of the major issues you read about and at 212K miles it will be in my driveway for the foreseeable future. It's too damned versatile to get rid of.
