2002 Caravan ABS Brake Light - No ABS

2002 Caravan ABS Brake Light - No ABS
Both brake and ABS lights are on. Need to fix to pass inspection. My mechanic (not a big shop guy but 30 years experience) showed me that there are no ABS components on the vehicle. Trying to avoid garage costs of a full computer scan, parts mark up, etc.
Does anyone know, were some 2002 Caravans made without ABS? My mechanic checked the regular brakes and nothing seems wrong with that system. Any ideas why the lights are on? I disconnected the battery hoping that it would reset the lights. It did not. Ideas as to what I can do short of turning it over to a dealer?
