Default 07 Dodge Grand Caravan Power Steering

Recently when working on my 07 Grand Caravan SXT, Front Brakes, I turned my wheels with the engine off and power steering fluid shot out of the reservoir cap creating quite a mess. I cleaned it off topped of the fluid and it seems to be fine. Now I am getting a little puddle of fluid under the left front side of the engine. And I noticed some on top of the block as well.

What is most likely my problem. I found some videos online about changing the reservoir because the screen filter getting plugged. They noted in the videos about a whine when the vehicle is first started up and driven when cold. Which we do have.

But I don't see how that could cause the fluid on the engine and on the ground on the left side of the block.

Update, Flushed the old fluid and replaced the Reservoir. Put in new ATF 4 fluid and got the air out of the system. It seems quieter, will know better after it sits over night in the cold 20 Deg temps. When the engine is running and the vehicle is sitting still it is pretty quiet and no fluid comes out the cap. However, when I steer it with the engine off the fluid level rises in the reservoir and will overflow out from under neath the cap. I am sure that this is not supposed to happen. What might be the cause of this a plugged bypass line or something? Also never really noticed before while the engine is running the fluid is pretty stirred up in the reservoir is that normal?
