Default 1994 Dodge Caravan SE 3.0 liter

Hello: I have a 3.0 94 caravan that has 2 problems that may be related first when its wet ,humid outside the belt is noisy , I have replaced belt, tensioner ,pulley all with no success. Now the issue has started with the serpentine belt flipping off in relative low amount of rain slush or snow . My question is is there an update silent recall, something to help alleviate this problem with the belt falling off seems like a design flaw If so is this a dealer only item any help would be appreciated Thanks !
