The fuse is fine, I can't remember if I checked the power accross it with the ignition on, I'll have to do that tonight

Is the radio the only thing that fuse feeds?

starting from the front bumper side of the box on the edge toward the battery. There is a fuse, moving toward the rear of the van there is a relay, then another fuse then another relay. Then there are a group of 5 fuses. The one on the battery side edge you can move to make it ignition fed or battery fed. The one behind it to the left is fuse 5. Hope this makes sense.

Ok, I did check that one and it didn't have power when the key was switched on the fuse it's self looks fine but obviously there is something interfering with it after (or before) the switch and the fuse box

The relay right before fuse 5 is the accessory relay. It is what feeds power to fuse 5. Try switching it with another relay to see if its bad. With the relay unplugged, check terminals 30 and 86 for power (terminal numbers listed on bottom of relay).
