[5th Gen : 08+]: 2012 Grand Caravan Stow'n'go Seat Wont Unlatch
It's quite a pain in the neck, but on mine a cable retaining clip fell out of its holding place and I had to pry a spring up with a screw driver while pulling on the cable to reseat the retaining clip. I'll post some pictures of what I did when I get a chance.

I'm sorry to hear about your stow 'n go seat issue. The latch concern you are experiencing, is it with the 2nd row seats, or the 3rd row? Are both the left and right seats having the same difficulty?

Mine is the seat immediately behind the drivers seat also, this is the third time it has stopped working (the past two were fixed on next service) and renders the stow inoperable until it is fixed. I am hoping it is something that can be fixed relatively easily by someone handy if we can find out what the issue is, it is hard to find when the seat is latched in place.

I have had a chance to look into this further. It seems as though an issue may be present with the cable housing. In regards to pinpointing the direct cause, a Chrysler dealer will be able to efficiently locate and resolve the issue. Be sure to speak with the Service Manager if you arrange an appointment.

To find the manual release rod, just go under the seat that still works, have someone pull the release lever, and LOOK for a rod that moves.
Now that you have it off the floor, just compare the cable position of the Good and Bad seat, see which one fell off. Most of the cable requires removing the seat cushion to be fixed. Sometimes the entire cable clip would break off and requires replacement cable.
Taking apart these seats do requires some cautions, as most of these stuff breaks very easily. I would also recommend talking to the dealer if you do not feel comfortable doing the job.
