Default No crank, no bulb check,possible TIPM issue

Here is my problem.
When the ignition is turned on the only thing that happens on the instrument cluster is the prndl and odometer illuminates. There is no chime, no bulb check, and trans cannot be shifted out of park.
When key fob is turned to start, the prndl and odometer light goes out and does not return until you switch off and then on. You don't hear anything except fuel pump run while sitting in the car. Under the hood you hear various sensors or switches energize when key is turned on.
All lights, door locks, windows and accessories work.
Have checked all fuses for continuity and voltage, all are good. A few of the fuses are negative based which I assume is from the PCM. Also win mod. was replaced 2011 under recall.
I am now looking for info on the TPIM and or suggestions and or wiring diagram for this problem.

The recall for the ignition was for the ring around the WIM/WCM module. You are going to need to get the vehicle to the dealer and have it scanned for codes.

No ideas? Great, pay $130.00 for diagnostics. Nobody knows where the bulb check is initiated. Great!

recall does not replace the ignition as said by master. I just got mine done hate it.
