The tacho used to bounce when I was accelerating quickly then one day it spun all the way around til it was on the opposite side of the resting pin. Now the ABS light and parking brake light will come on too until I turn the vehicle off. When I restart the van it stays off for awhile then comes on again. Today the lights all seemed to fade in and out on the cluster(including the radio) for a moment while accelerating quickly out of a parking lot. I only have the one fuse box under the hood on this 2002 Grand Caravan Sport with the 3.3. Should I start looking for a new instrument cluster of a wiring issue?

Hold the odometer trip button in then turn the ignition to on/run. The cluster will start a calibration sequence within a few seconds. When the odometer says SOF release the ****. This should get your tach needle back in place.
I would take a close look at the IPM connections. They are known to corrode and cause all sorts of electrical problems. Disconnect the negative battery cable before disconnecting the IPM. Check the ABS controller connections too.

400.1 means improper shutdown but beyond that little is known on the net.
