Default Sliding door not opening

I have a 2002 Caravan..the one sliding door will not open the other one does.

When i pull up on the lock manually to unlock, it will not pull up..This van does not have power sliding doors.

I am sure this is something common , can somebody tell me how they fixed there door.

So i got the Actuator out , but still cannot open door... The Actuator does not move when i try moving it by hand... is it suppose to or an indication its frozen...

I Can not figure out why the door wont open.. wondering if it might have something to do with the gas lid..

but anyway when i plug in the actuator and hit the remote lock, it doesn't work, i wish i could use this door manually, tell i get the part.

I can not even get the dammed Interior door panel Off !! - The lock button is stuck in the down (Locked) position - so the sliding door will not open !! - - because I can not open the door - the interior panel can not be removed - and I can not there for access or fix any of the internal lock mechanisms Catch 22 - Frickin Stupid !!
