Default RE: Low beam headlights not working
You are correct in what each wire is for.
Light green is power from the headlamp switch when headlamps are selected.
Light green/black is constant power from the headlamp switch for the high beams.
Violet/white is power to the low beams
Red/orange is power to the high beams

There is no fuse or relay between the dimmer switch and the headlights.
There is, however, the bulk-head disconnect. Cavity 5 of the bulk-head disconnect is for the low beams, and cavity 6 is for the high-beams.

Your 1999 T&C will have a relay for both low beams and high beams. That relay should interchange with the accessory outlet relay, allowing you to do a quick check to see if the relay is the problem. There is probably an associated fuse next to the relay so be sure to check it too.

First, chuck the info in that Dodge Dakota thread into the circular file. Too many differences between a Dodge Dakota and a minivan to be relevant. Now, what's wrong with your headlights?
