Dodge Grand Caravan 2004. It looks like the O ring that seals the fuel Pump to the Gas Tank has deteriorated to the point that gas is leaking out, otherwise the pump seems to work okay. Is it possible to lower the tank far enough to remove the pump and replace the O ring without removing the tank completely.

Yes. That's how many change the pump. Before you're convinced it's the O ring look closely at the exposed pump housing itself. Many have found fuel leaking from small cracks.
