Default abs codes...help please

So I have 2002 grand caravan es and am currently overhauling the van...I am having abs issues and am pulling 4 codes...

02 left front wheel speed /signal failure

11 unknown

13 unknown

16 missing rf sensor

my scanner wont define 11, and 13 and I cant erase them....I even tried to unplug battery for about 24 hours and wont clear....is this meaning a faulty module??

i bought the van about 2 yrs ago and always had abs and t/c light on, before i only used to get a code 02 and p/o had changed wheel speed sensor twice without any results.....p/o is my uncle so I got the info from him, he said it turned light on right after getting tranny rebuilt...or around same time
i haven't noticed any driveability issues however abs and traction control never turn on, and occasionaly the brake pedal will suddenly drop slightly while aggressive breaking as if abs is doing something pedal prob only sinks about 1/4 inch and breaking is still excellent and firm, just pedal drops.....I am about to get into this diagnosing right after i change, steering rack, sending unit, and filter, o2 sensor, rear heater core hoses, sway bar bushings, and break service.....gonna do that tomorrow and prob sun tear into the abs issue....I love the van but all the little things have been driving me nuts....and i want traction control working for this winter so any help would be awesome....thanks

Have you try replacing the sensor? Or switch the left to the right side and see if the code go's with sensor?

yep when i bought it it only one code 02 lf wheel speed sensor low voltage, and that sensor had been replaced twice without success, i then tried to inspect tone ring and cleaned it up nice with wire wheel and still no luck, now a few more codes and i don't understand the code 16 missing rf sensor....i hope that is referring to a tpms sensor and not wheel speed sensor.....i haven't tried swapping them yet, but figured the two new lefts was good enough to eliminate that sensor....should i try switching sensors? or maybe continuity test on wires back to module??

Test Note: All symptoms listed above are diagnosed using the same tests.
The title for the tests will be LEFT FRONT SENSOR CIRCUIT
FAILURE.
When Monitored and Set Condition:
LEFT FRONT SENSOR CIRCUIT FAILURE
When Monitored: Ignition on. The CAB monitors the wheel speed circuit every 7
milliseconds (ms).
Set Condition: If the CAB detects an open or shorted wheel speed sensor circuit, the
Diagnostic Trouble Code (DTC) will set.
LEFT REAR SENSOR CIRCUIT FAILURE
When Monitored: Ignition on. The CAB monitors the wheel speed circuit every 7
milliseconds (ms).
Set Condition: If the CAB detects an open or shorted wheel speed sensor circuit, the
Diagnostic Trouble Code (DTC) will set.
RIGHT FRONT SENSOR CIRCUIT FAILURE
When Monitored: Ignition on. The CAB monitors the wheel speed circuit every 7
milliseconds (ms).
Set Condition: If the CAB detects an open or shorted wheel speed sensor circuit, the
Diagnostic Trouble Code (DTC) will set.
RIGHT REAR SENSOR CIRCUIT FAILURE
When Monitored: Ignition on. The CAB monitors the wheel speed circuit every 7
milliseconds (ms).
Set Condition: If the CAB detects an open or shorted wheel speed sensor circuit, the
Diagnostic Trouble Code (DTC) will set.
POSSIBLE CAUSES

Turn the ignition on.
Check the Wheel Speed Sensor 12 volt Supply and Signal circuits for a short to
battery, ground, to each other and for an open.
For the purposes of this test, a short to ground must be below 15k ohms.
Was any circuit short or open found?
All
Yes ! Repair the Wheel Speed Sensor circuit short or open.
Perform ABS VERIFICATION TEST - VER 1.
No ! Replace the Controller Antilock Brake.

ACTION APPLICABILITY
5 Turn the ignition off.

dealerconnect doesn't show codes by numbers. So I don't know what they mean.

ok its an innova 3100 abs scanner....for those codes it telss me to visit their website but no info on their site anyway, i will just trouble shoot every sensor and double check wiring to module, and prob have to replace module...that flow chart makes diagnosis really easy quick and fast....thank you so much....one last thing....is there a way to check tone ring other then a visual inspection?? is there a certain a/c voltage i should be receiving when spinning by hand?? or just any increase in voltage is sufficient??

Yes. Hook up the ohm meter or DVOM on a/c at the sensor connector and spin the tire. You should get a small amount voltage reading. That would be the same as RPM reading thru the ABS module.
