Car alarm will not stop going off

I have a 1996 Dodge Caravan LE that has been sitting unused for 3 years. I just put a new battery in it and as soon as I connect the battery cables the factory installed car alarm goes off.

I am using the factory key. The fob is broken.

Can anyone help me?

Remove the IOD fuse in the PDC then connect the battery.

Vehicle has to recognize either a chipped key or the fob.

Hi Cougar, thanks for your help. I pulled the IOD fuse and the horn and blinkers did not go off when I connected the car battery cables but did start going off when I tried to start the car.

Do you know of any other things I can try to fix this problem?
