Default Engine just "clicking"

We have a 2009 Dodge Caravan. We have changed out the starter and the starter silliniod and all the engine does when we try to start it is "click." We have tried jumping it off to see if that works and it doesn't. The problem started after my mom got "stuck" in high water. It has been acting oddly and the starter had started smoking when it broke down on us so we figured that would fix the problem. My father has been trying to figure out what is wrong and he seems to think that it is the ignition wire that leads from the starter to the ignition. He says there is a hardness of wires and we are wondering if there is a way to change the ignition wire without replacing the harness. Or if you can't how do we change out the harness? We are not used to newer vechicles so we are still learning. Any help would be greatly appreciated. Thank you.

How high was the water? If it got high enough, there are numerous modules that can be ruined by water.

I would have to say at l at least up half way of the tires if not more. What I worry about is the fact my mom drove it through the high water and it came over the hood as she drove through and it stalled on her. Of course I believe that it has ruined the engine but there is someone in the house that doesn't believe that. Without some sort of "proof" that it has, no one is listening. Of course having no money to put it in the shop or get a new one doesn't help either.

I will try later today to find a picture of the water with the van, but I'm pretty sure it was over a month ago that it happened. Not sure if that makes a difference.

Pull out a few plugs and check for water in the cylinders. If its hydro locked, it's probably ruined. Pull the air filter and see if it's soaked or water in the air filter housing but if it's been over a month that may have evaporated by now. Only way to tell us pull the plugs and then try to turn it over.
