Power is applied to one side of the motor on a DARK GREEN WIRE. The resistors are tied to ground on one side thru the speed switch and to the blower motor on the other side thru splice S224 on a BLACK/TAN WIRE.
Ok, as I said, the diagram I have is for the '03. The diagram in that link from the DIY thread is for the '04. They are quite different. The '04 does not get power thru the Ignition Switch, but thru a relay and a fuse, F10. It still is fused, but by a different fuse than the '03 . The DARK GREEN wire on the motor attaches to the resistors on connector 2 pin 1, not the 12 volt feed. The resistors are still tied to ground thru the blower speed switch. The hot wire from the motor to 12 volts is tied to connector 2 pin 2 of the resistors, where it is tied directly to connector 1 pin 4, which should receive 12 volt power from fuse 10 in the IPM on the DARK BLUE wire.

In the wiring diagram, the relay has terminal numbers on them. The relays have these numbers on them as well. You should have battery power key on or off at terminals 30 and 86. If you do, jump 30 to 87 and see if you now have power at the fuse. If you don't have power at 30 and 86, it is internal to the PDC

Voltage present (measured) at a terminal is just potential. It means little due to the fact that you're supplying the ground, otherwise there is no flow. Downstream of the ground side of the blower is where the action is. Resistor determines the speeds. Fan switch determines what circuit of the resistor the power is routed through, whether it be ECU signaled to a resistor module or hardwired.
