Default no start - relay?

Our 2002 grand caravan is not starting. Just put in new battery tonight, and still would not start. When I looked under the hood, I heard a clicking noise coming from the neighborhood of the fuse/relay center. Would a bad starter relay cause a clicking/no start situation?

Turning over and not starting or not turning over at all? Please clarify.

No start, no turnover. Took it to a shop and initial diagnosis is bad pcm

try cleaning all connections to the starter. Bet that's it.

Still broke? Remove the starter relay. Jump contacts 30 and 87 on the empty relay socket. Numbers are on bottom of relay. No keys needed. Starter should spin right away. That eliminates the starter, starter solenoid, battery and power circuit to the starter as the problem. If you can confirm the starter relay clicks when you turn the key to start, it confirms the PCM is sending the ground to the relay as designed.
