Default Seeking advice- Dump my Caravan or not?

Hello. I'm in California, and I have a 2000 Caaravan v6, with 290k miles on it. To make a long story short, my smog test is overdue, my registeration has already been paid for but haven't done a smog test at a STAR location yet.

I've had 2 engine lights on code P0700 and P0740. Someone my family knows, who is a mechanic, says with these 2 codes, we're going to FAIL the smog test, and that we should just dump the van bc it would cost $2000 to fix/ replace the transmission. In a way I think he's BSing but I'm no mechanic.. maybe he's saying it so he doesn't have to deal with our van anymore, who knows. It also has a slew of other issues that aren't exactly emissions related ( leaky coolant somewhere , some oil drips, power windows not working, recently, the battery died and the fuel gauge isn't accruate as well).
My question is, in the interest of keeping expenses low as much as possible, should I get rid of this headache car? I feel like I want to have someone do a smog test just for the hell of it to see if it really fails or not, however my family says I should just get rid of it.. its prob not even worth more than $500.. however the tires are new though. Was told I should just donate it and claim what i can get off my taxes.

What do you think? Would those 2 codes make my van faill a smog test? Right now I have old tags so I'm praying I wont get a ticket if i were to bring it to a shop to look at. Thanks!

If they see the check engine light/service engine soon light is on it's an automatic fail. They'll say come back when the light is off. The killer is the P0740 which is why the P0700 is there. To have a shop diagnose it will cost at least $100. If the TCC solenoid is bad that will cost you around $300 parts and labor. If the torque converter itself is bad that will push it well over a thousand because they have to remove the transmission to change it. If you get lucky with a loose/ corroded connection or bad wire it will cost comparatively little. Try simple stuff like inspect connector contacts on the solenoid pack and TCM for corrosion or damage. You may get lucky.
