Default 97 Dodge Caravan - Front and Back wipers do not work

97 Dodge Caravan 3.3 Ltr
OK, Son and his Girlfriend bought a Caravan, and it has a few issues. ($800.00)
So, we are going to start with this issue.
Front and Back wipers DO NOT work.
The fuse under the dash is good.
Not sure which ones are under the hood.
I have checked all the small fuses and they are good.Not sure about the relays, or rather they are bad or not.
I checked the relays and swapped them out with ones that were none to be working, and still no wipers.

I am far from being a master mechanic but can follow directions pretty well.
So, any advice, information on what I can check, would be very welcoming.

Check 30 amp fuse 9 in the PDC (fuse box). The BCM sets the ground to the front wiper on relay coil and is the rear wiper controller.Try disconnecting the negative battery cable for 5 minutes to reset the BCM.

OK, we swapped out the battery with a new one from their older dodge intrepid.
So, it has a brand new battery in it.

Now, the 30 Amp fuse 9
Which one would that be, and is this under the hood or in the cab?
And what is the BCM, and where is it located on this vehicle?
I did not have the vehicle here with me, it will be tomorrow before I will able to check it out.
So, trying to gather all information tonight, and into tomorrow to be ready for when my son comes over after work.

My son checked the fuse and it did not make the wipers come on.
He has an appointment at Pet boys in a few days, to run a check on the wiring to find out what is wrong with everything.
It is the wipers front and back, and the turning signal also has an issue.
So, there is a wiring issue somewhere.
