Default MAP Sensor Tesing Voltage for Signal Wire

Ok, I pulled the MAP sensor to clean it yesterday because I was chasing down a bad gas mileage problem. Reinstalled and immediately the van was running worse and throwing a P108 code indicating the MAP sensor voltage was high.

I pulled led out my meter to check voltage on the disconnected harness first. I’m showing 4.90 Volts on the green wire that I assume is the signal wire. I’ve got 5.0 volts on the blackwhite wire and the ground is a ground.

From everything i can find out, the green signal wire should be 0 volts when disconnected. Or should it be this voltage?

Im wondering if I need to chase down a short.
