I have swapped the relays with other relays in the fuse block (A/C & Horn that matched part numbers) that were not needed to test the wipers while van was off with the key on. I also went to the salvage yard and bought another wiper switch arm to use to test and see if that was it and it did not make any change. I took the motor and linkage out, this was a major pain, and took the back off the motor and cleaned the contacts under that little disk and plugged it back in but it still only worked on high. Any advice? The pic bellow is the relays I swapped out to test.
