110v power switch problem ?

So have noticed that the 110v power switch (next to the econ mode button) seems to be turning itself on and/or possible off by itself.
No-one uses it and I notice it "appears" to just come on, even after it was switched off, does it just come on regardless at start-up ?
Even if switched off
ALSO, if left on (but not used) does/would it drawn power from the battery ?
