2011 Grand Caravan, my fog lights won't turn on, ground checked, maybe the relay, but I can't find it. Where is it hiding?

 

so here's the wiring diagram that is supposed to be for a 2011 dodge Caravan, the TIPM does show a non-serviceable fog light relay BUT it also shows an external relay below it. Parts book also shows a physical fog light relay, but I can't seem to find it. Any help is appreciated.
