Default 2004 dodge caravan wipers always on with new multi switch

My dad has an 04 dodge caravan and he is having issue with high beam, wipers and turn signals, so they all seem related to the multi switch that controls all of this, now at first I told him to get a switch and I would replace it but then they started working normally, so I said to myself usually switches are either bad or good they don't do usually have intermittent issues. So he didn't have the issues for a few weeks, now he called me back and said the issues are back so he ordered a new switch. I installed the new switch and as soon as I install it and turn on the wipers, I cant turn them off unless I shut the key off, putting the switch to off does not turn them off. So I put the old switch back in and its working for now. I doubt the new switch is defective so I am thinking there is a bigger electrical issue. One thing that has always happened for a while is that when you turn the key off the speedometer and tachometer fo all the way to the right and take about 2 seconds and then the instrument cluster comes on, mileages gauges, etc. The other thing is the radio most the of the time it doesn't work but sometimes it does work, its the factory radio. Also, I notice with the key out of the ignition and the door open and headlights on there is no chime that is ringing. I think this all might be related, maybe it's related to the IOD fuse which ill need to check. I know he had the IPM replaced once in the past so maybe thats the issue as well. I was wondering if it could be a bad BCM since its connected to that multi switch but maybe its not that at all. Any input on what I should check?
