You’ll have to provide more details if you want an accurate answer. Of all the potential sources for a steering shudder under load, the pump and rack are not the first suspects save for verifying fluid level. More often than not, the steering rack and column just transfer shuddering/vibration to the wheel, and the actual source is the suspension or driveline.
First, define “under load.” Are you trying to turn the wheel without moving, like when maneuvering for a parking spot? Are you turning from a stoplight or sign? Are you driving straight down the road and just accelerating gently or have your foot to the floor? Are you following a curve at low or high speed? Does it only happen when climbing hills?
How many miles are on the van? Was any front end work done prior to the shudder starting?
Even if the pump or rack is the source, it can’t be narrowed down without determining the conditions that cause the shudder.
