[5th Gen : 08+]: 16 GCV front blower always on

Hi all,
I am cross posting this from another forum due to the lack of activity.
I have. 16 Grand Caravan with manual temp controls. Blower motor is always blowing on high. When you turn off the blower, it momentarily gets quiet (1-2 seconds) and then starts blowing again while in the off position. When you shut it off you can hear the blend doors moving and where the air blows from changes. You are capable of changing mode i.e. heat, ac, vent, floor, defrost but not turn it off.
I disconnected the battery hoping that it was just a tripped up logic state. I thought maybe it was the blower resistor accounting for the single speed, but that doesnt account for the blowing while off. Any thoughts?
