[5th Gen : 08+]: Coolant loss - no leak - possible radiator fan issue

I currently have an issue where our 2017 dodge caravan coolant heats up to around 230 degrees at idle only before the radiator fan kicks on. I turned the AC on earlier at full blast and the fan did not come on.
so far, do to the coolant loss, i have:
-replaced the radiator cap
-replaced the thermostat
-pressure tested the coolant system with very little pressure loss
I'm not sure if it's the radiator fan relay module or possible something else. Van stays around 195 to 200 while driving. I'm not sure at what point the low fan speed should kick on.
Any thoughts?
