[3rd Gen : 96-00]: Obsolete DRBs?

Obsolete DRBs?
I have a 1999 Grand Caravan with a 3.0-liter engine, automagic transmission, and body controller.
Can anybody recommend a full-function DRB which might be considered obsolete by today's standards, but will work on my vehicle and is available second-hand for a reasonable amount of money?

My plan is just general maintenance & troubleshooting, preferably for less money than a trip to the dealership.
The first two things I'd like to do:
- Reset the cruise control minimum-engagement speed down to about 19 mi/hr. I'd like to use it on the many 25-mi/hr streets we have around here, but it won't engage below about 31-32 mi/hr.
- Ask the body controller to exercise the rear-window motors, per the procedure in the shop manual, which have stopped responding to the switches in the armrest.

If I get an old DRB3, will it be usable without any extras? Or will it need a "personalization module" for my specific vehicle/powertrain, a paid subscription/updates, or anything else of the sort?
